There was an overflow at the Airport Pump Station at 2.51 am on Thursday 22 August due to storm pump failure.
NRSBU operations manager was notified by Nelmac operators directly that there was an overflow at around 10.30 Thursday 22nd, NRSBU contacted the Operations Manager Treatment for Nelmac , who indicated that there was not an overflow. NRSBU Operations Manager investigated and visited the site Thursday afternoon to inspect and identified that there was a visual indication that overflow occurred. Further investigation was undertaken to identify the size of the overflow.
The Overflow occurred as a result of a storm pump failure, and a level sensor failure in the airport pump station. The main storm pump at the pump station failed due to an over current fault. The pump station was run manually. An additional failure of the level sensor in the pump well prevented easy control of the pump station in manual and resulted in the pump station reaching overflow level.
It is estimated that the overflow occurred for around 8 minutes , with the start time of discharge was 2.51 am (when the level rose to over 100%) and then end time of discharge was 2.58 am when the Airport duty pumps were turned on and the discharge was primarily rainwater diluted sewage, with an estimated volume of around 60m3. The flowrate at the time of overflow was around 130 litres per second.
The spare storm pump at Bell Island WWTP was transported to the Airport and installed on 22 August 2019.
The discharge flow flowmeter at the Airport pump station is currently not working and awaiting a dry period for replacement. Unfortunately, this flow data is unavailable.

TLA Proposed Public Health Risk Advice(On receipt the PHS will review and discuss with the TLA) |
|
|
Due to the small volume, the diluted nature of the material and the discharge being on an outgoing tidal cycle it is felt that the level of risk from this overflow is not high. The volume is significantly below the threshold value associated with the NRSBU aberrational discharge consent. The consent defines the discharge threshold in a heavy rainfall event as 2000 m3, and the threshold value for a dry weather event as 300m3. In addition, the above the discharge was from the Airport pump station which discharges into a less accessible area of the estuary.
